Sajad Lone Questions Assembly Silence on 1987 Election Resolution

SRINAGAR, SEPT 17: Peoples Conference president and Handwara MLA Sajad Gani Lone has questioned the Jammu and Kashmir Assembly Secretariat over the lack of communication on his resolution concerning the alleged rigging of the 1987 Assembly elections.

Lone said he had submitted two resolutions ahead of the upcoming autumn session of the J&K Assembly. According to him, the Secretariat informed him that his resolution related to the recent power tariff hike had been admitted, but he had received no communication regarding the resolution on the 1987 elections.

In a post on X, Lone questioned the handling of his resolution and said the Assembly should function impartially and protect the rights of all legislators. He criticised what he described as the Secretariat's silence over the matter.

Lone also cited Rule 179 of the Rules of Procedure and Conduct of Business, saying it requires the Assembly Secretariat to inform a member whether a resolution has been admitted, disallowed or admitted with amendments by the Speaker. He argued that the use of the word “shall” makes such communication mandatory.

The Peoples Conference leader said he had written to the Assembly Secretariat seeking clarification on the status of his resolution.

The issue comes ahead of the J&K Assembly’s autumn session, scheduled to begin on September 21. The proposed resolution relates to the long-standing allegations of irregularities in the 1987 Assembly elections, an episode that remains a subject of political and historical debate in Jammu and Kashmir.

Lone has described the alleged election rigging as a significant event in the region’s history and has sought clarity on whether his resolution will be taken up during the session.

The Assembly Secretariat’s position on the resolution had not been publicly stated in the reports available on Thursday.
