Ladakh SEC Invites Public Objections to Draft Delimitation of Eight LAHDCs

Leh, October 23: The Ladakh State Election Commission (SEC) on Friday invited objections and suggestions from the public and other stakeholders regarding the draft delimitation of constituencies for eight newly constituted Ladakh Autonomous Hill Development Councils (LAHDCs).

According to eight separate notifications issued by the Commission, objections and suggestions must be submitted to the respective Deputy Commissioners or Block Development Officers by November 2, 2026.

The Commission has proposed boundaries for the constituencies and invited public feedback before finalising its recommendations.

The delimitation exercise is being conducted under the Ladakh Autonomous Hill Development Councils (Election) Rules, 2026, which provide for the division of council areas into single-member territorial constituencies.

The draft proposals take into account several factors, including geographical contiguity, compactness of areas, existing panchayat boundaries, comparability of elector populations and the seasonal inaccessibility of certain constituencies.

The exercise aims to finalise constituency boundaries for the eight hill councils in Leh, Kargil, Changthang, Nubra, Drass, Zanskar, Sham and Sankoo.

On October 21, Ladakh Lieutenant Governor Vinai Kumar Saxena notified a total of 100 constituencies for the eight councils, nearly doubling the existing strength of 52 seats.

Under the new structure notified through the LAHDC (Amendment) Regulation, 2026, Leh will have 22 constituencies, Kargil 21, Sankoo 13, Changthang 10, Nubra nine, Sham nine, Zanskar nine and Drass seven.

The public consultation process is intended to allow residents and other stakeholders to raise concerns or propose changes to the draft boundaries before the Commission finalises the delimitation proposals.
