J&K Notifies Private Universities Rules 2026, Omar Abdullah Calls It Major Boost To Higher Education

JAMMU, Nov 7: The Jammu and Kashmir Government has notified the Private Universities Rules, 2026, paving the way for the establishment of reputed national and international higher education institutions in the Union Territory.

BuyMapsChief Minister Omar Abdullah on Saturday congratulated Shamim Fidrous on the notification, describing the development as a significant milestone in strengthening the higher education sector of Jammu and Kashmir.

In a post on X, the Chief Minister highlighted that the newly notified rules provide a structured framework for establishing private universities, with simplified approval procedures, effective regulatory supervision and strict penalties for violations.

A key provision under the new rules is 25 per cent reservation for Jammu and Kashmir domiciles in admissions as well as employment opportunities.

The framework also emphasises transparency, accountability and the maintenance of high academic standards.

Omar Abdullah said the new policy would encourage institutional investment, create more educational and employment opportunities for local youth and promote excellence in teaching, research and innovation.

He further noted that the initiative would facilitate the establishment of institutions across various disciplines, including Science, Technology, Engineering and Mathematics (STEM), Medicine, Law, Business Studies and Liberal Arts.

The Chief Minister expressed confidence that the new framework would make quality higher education more accessible to students within Jammu and Kashmir while positioning the Union Territory as a competitive destination for higher learning and research.
