CAT Disposal Rate Crosses 93%; Chairman Briefs Dr Jitendra Singh on Reforms

New Delhi: Chairman of the Central Administrative Tribunal (CAT), Justice Ranjit Vasantrao More, on Tuesday met Union Minister Dr Jitendra Singh and briefed him on the Tribunal's recent initiatives aimed at strengthening administrative justice through institutional reforms, expansion of services and technology-driven governance. During the meeting, Justice More informed the Minister that since its establishment, the Tribunal has received over 10 lakh cases and disposed of more than 9.32 lakh, achieving an overall disposal rate of over 93 per cent. He also said pendency has declined significantly in recent years despite a steady inflow of fresh cases, while case disposals during 2025 exceeded new filings. Dr Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister's Office and for Personnel, Public Grievances and Pensions, said the Narendra Modi-led Government has consistently pursued governance reforms to make public institutions more transparent, efficient and citizen-centric. He said administrative justice is a vital pillar of good governance and stressed the need for continuous reforms to improve accessibility, efficiency and service delivery for government employees. The Minister said the ongoing transformation of public institutions is being driven by technology, transparency and simplified processes, enabling faster services, greater accountability and reduced procedural delays. Referring to the Tribunal's progress, Dr Singh said CAT's expanding digital ecosystem, improved infrastructure and better case disposal reflect the broader governance reforms being implemented across the country. He also highlighted the importance of expanding access to justice, noting that the establishment of new CAT Benches and Circuit Sittings in remote regions has reduced travel and improved convenience for litigants. Justice More informed the Minister that the Tribunal has recently established new Benches at Jammu and Srinagar, besides launching Circuit Sittings at Puducherry, Leh, Kargil and Vijayawada, bringing administrative justice closer to government employees in underserved areas. He also briefed the Minister on the progress of the Advanced Case Information System (ACIS), which offers several digital services, including e-filing, virtual hearings, online display boards, SMS and email alerts, online court fee payment, mobile app access, e-certified copies, digital inspection of records, advanced case search, e-mentioning, e-listing and paperless court functioning through a document management system. Dr Singh said these initiatives are in line with the Government's Digital India vision, where technology is improving transparency, efficiency and ease of governance while making institutions more responsive and future-ready. Justice More further informed the Minister that CAT has implemented e-Office across all its Benches, onboarded staff on e-HRMS, adopted the Public Financial Management System (PFMS), digitised pension processing through the Bhavishya Portal, and implemented e-SAM as part of its broader digital governance reforms. Dr Jitendra Singh reiterated that the Government will continue to support reforms that strengthen institutional capacity, improve public service delivery and leverage technology to build efficient, accountable and citizen-centric institutions.
